The letters INFL. REST. are on the instrument panel amoung the oter trouble lights,oil, temp. check engine. The car is a 93 caprice.
The light stays on and cuts off when it wants too.

its the air bag light. (inflatable restraint)

Inflatable restraint ie air bag light. Better get it checked by a good garage if you are relying on it to work if you get into an accident. In 1993 Air bags were optional. As long as you know that you might not be able to depend on it, if it cost too much money to fix, you can just forget about it.
It is probably fine anyway. May be just a fuse.

if the light is on for only the first minute after you start the car this is normal as the car is going through a self test be glad it is there if you wreck
now if it comes on other times you have a intermittent problem that can only be diagnosed with a computer
remember light on air bag may be off light off air bag on

It means that there is and intermittent problem with your airbag.
