It's illegal to download and share copyrighted materials. If Metacafe has proper permission from the copyright holder or if there is no copyright, then it would not be illegal. But that's the tricky part, to properly verify if the video clip is subject to a copyright.

downloading is not illegal

it depends on whether or not the videoclip is copyrighted, if so, then yes, it is illegal
