It's best not to build a site that relies completely on javascript. For starters, the googlebot still doesn't execute javascript very well if at all.
The best you can do is load data into the tags so at least people without Javascript can navigate or read content to a degree.
That being said, I would check your own stats to see how many of your visitors actually have JS disabled. Then make a decision as to how much effort to put into a non-Javascript version and weather losing that percentage is worth it.
