It depends on the hardiness of the perennial and the climate in your area. I've had potted hostas and lillies come back each year. I live in Canada and get quite a bit of snow and cold during the winter months. All I do to keep the perenials alive over the winter is turn the pots on their site (so that water/ice does not build up on the plant and freeze it). The pot get's covered in snow, in the spring I turn the pot upright and the hostas and lillies have come back (going on my 5th year now).

The defining characteristic of "perennial" means that it does come back each year -pots or no pots.

As long as you provide what the plant needs in terms of light, water, cold/heat, humidity, etc., it will not croak.

yes. I had success with bulbs (flowers) in containers. I made sure to add fertlizer, and some mulch (dead leaves) in the begining winter months. Pots were keept outdoors all year round.

cut them off before they freeze and place them in the cold part of basement or in the garage. fertilize a month before you do this. water with warm water always. in spring set them out, water 3 wks after growth appears fertilize. good luck
