1. Check your task manager - before shutdown. Note down any unwanted EXEs running. Close them using Task manager before shutdown.
2. Try to Hibernate - instead of shutdown. This temporarily solves the problem.
3. Check the network connections - if your PC is connected to a LAN. Disconnect from those networks and try to do shutdown.
4. Last option: re-install Windows OS - Select Upgrade existing OS to preserve current SW/Settings.

It basically means that you have a program or 3 running that are causing problems for XP.
Can you remember when this started happening?
What app(s) did you install at that time?
It is possible that there is spyware or adware on your system and sometimes that causes this type of thing to happen.
If you can work out when this started happening just roll your system back to just before this time and it should be fixed, otherwise there is changes you can make to your registry that will force XP to close down but you need to have at least a reasonable amount of knowledge to start playing with your registry.
Look there is an app called TweakUI XP it has an option in it that will help you to force XP to close, this app is available at the microsoft site. Give it a try.

Your computer is frozen hard! Maybe (according to my experience!) you were running too many programs and windows at the same time. That was beyond what your computer can control. It couldn't control, so it froze. Restart your computer, if you can. If that doens't work, .... pull the plug of your computer out. I mean you should do something to make your computer not powered by electricity any more. You don't have much choice apart from this.

First of all, you do not need to unplug the PC, you can shut it down by holding the power button in for several seconds until it shuts off.
Second, identify which programs are not shutting down and uninstall them if they are not essential to your function. Many times it is just incompatible software that causes the system to hang.

what program is not responding? If it isn't Windows critical you should be able to turn it off using msconfig (Start Menu -> Run ->(type in) msconfig). You should be able to keep it from starting by removing it from the start up list.
