depends where that horn is.
if its connected to your vehicle, you will still hear it,
because the sound also travels inside the material, unless
your vehicle is made of some material which completely absorbs that sound not allowing it to wander.
So once the sound went from your horn thrue the material inside
your cockpit, you will hear it, because everything inside of your cockpit is traveling with same relative speed than your ears, which is speed zero.
If that horn is not connected to your vehicle, so lets say some os travelling behind you in another vehicle and beeps the horn, you will not hear it.
