They are too busy getting elected, lining their pockets, sending our tax money overseas and to corporate welfare programs. more than 7x our welfare budget for people is spent on bailing out businesses that messed up or filed bankruptcy.
Denmark for example, pays only 12% more in taxes and they have their own nationwide health care, welfare, and social security. They also have a budget surplus. They bail out business with LOANS, not grants.
America had a budget surplus when Bush took office from Clinton in the famous recount election. (why were both of his elections won on a recount?) America had stopped cutting programs for the poor and started taxing the rich more than 10%, now as a nation, we are more in debt than ever. All time goes to how do we not lose the programs that we already have? How do we make these humanitarian aid payments to the country we are at war with? How can we take better care of the rest of the world? Nevermind that most of America is hungry. I love our military, and our military is the only one on food stamps. Other countries take better care of their warriors.
The venue of Answers covers many countries, in the future, maybe you could address this as about the USA.
There is not really any good way to pay the government other than taxation. If we paid on performance, no one would pay into this screwed up system. Taxation is the only way they can be sure of money to fund their ridiculous programs overseas.

Because it is all about money.........They don't take care of the citizens anyway. The tax money received goes to fill the pockets and fund the pet projects that our legislators have.
A good example, is FEMA. Our taxes help fund that department. Tell me how much good they have done after Katrina?

It's our fault. We have abdicated our responsibility for taking care of ourselves to an organization created by us to make us do things we don't want to do. They can only "care for" people by funding ineffective programs. If we would take responsibility for ourselves we wouldn't need government and their ineffective programs. No government = no taxes.
