I doubt that such a thing exists. However I do believe that there are certain criteria for vocal presentation that define excellence:
First, obviously, is clarity of diction. Each word sounding, distinctly and seperately.
Second, and I believe this to be very important,
is the idea of cadence. The speaker should know how to group the phrases and measure the speed in such a way as to bring proper weight and emphasis. Also a part of this is a pleasing intonation, the thoughtful alternation of 'highs and lows'. All of this is similar to the idea of dynamics in music.
The question of regionalism often arises. So many beautiful voices that we hear come from British actors. Patrick Stewart, Lawrence Olivier, Dame Judy Dench... the high British accent is indeed most pleasing to English speakers. But remember, not everyone speaks English, and there are beautiful voices to be found in all nationalities.
As to whether just anyone can develope a fine voice... well, I happen to be a believer in the ability of most people to achieve about anything, so long as their basic instrument is intact. However, from the question as presented: strength of vocal muscles is an odd phrase. Actually the true strength of vocal projection comes from the diaphram, as any good singer will attest... and this is certainly something that can be improved with exercise.
What does it sound like?
Like a string of natural pearls. No two pearls alike, each having the perfection of its own shape, but following one another on the strand,

I don't believe there really is a universal voice. I think we find our own voices. Relaxation and acceptance of our natural voices bring us closer to a "perfect" voice. Training can help us use our entire natural voices by breathing from the diaphram and opening up the various vocal registers.

Universal voice is devoid of any noise. It is the voice through which a duff new born recognise and long for his mothers milk.
One can attain it, if s/he could bring the silence he enjoyed in the womb back to his life through learning to un learn noises.
