someone I know repeatedly promises to call and thjen never does so I will call this person and they always seem to be busy or they never answer the phone. Should I just give up and wait for them to call me

If the person has been promising u for a long time n yet does not call then take the hint ...
U shd not call anymore..best wait for the call to come n then take it from there for now i strongly suggest U DO NOT CALL.

That would be a wise thing to do, your a bit anxious for friendship and that could be a turn off especially if you have romantic feelings for this person. Be easy and soon you'll have to ignore there call because there sweating on you to hard.
