I would say a good movie, above all, requires a good script.
You need a good story that is put together right. Some can tell a story better than others!
Once you have a script you need the best talent you can find to convey the story. They are called actors. The third critical thing for a good movie is a good cook. I say directors are cooks. A director brings all the talent and technical stuff together. The director must be both an artist and a nuts and bolts type person. I say a cook, because what is finally called a good movie results from the right recipe. It has to satisfy the taste of many people; who otherwise may have little in common. .
So, a good script, (writer) good characters (actors) and a good cook (director). These three make a good movie.
If my ideas don't work for you, direct yourself to a study of the greatest movies ever made. To my mind, many will agree, Casablanca is still the best movie ever made. From the first shot to the end it is a masterpiece.

This differs from a person to another. For example, the critics, are about the production, direction, sound, editing, etc. However, that doesn't say that it overlooks the cultural value of the movie, for example "Awat Fara'g" [Free Time] which is an egyptian production, has a very impressive cultural value. This a pluspoint for the movie. On the other hand, its production, direction, sound, editing, actors, actress are not the best nor are they the worse. Lets say the last 6 factors recieve a rating of C+... To nearly everyone, it was a suprise that many people especially the youth and teenagers (13 ->25 years) liked the movie, and many saw it, and resulting from that, the movie did make a lot of money in the egyptian box office (whatever its name is). Some people overlooks most of the critics look for and just want to go and enjoy a movie, no matter who directed it, the excective producer, blah, blah. For me, i hold the stick from its center. I dont enter a movie to enjoy which is really bad, nor a movie which is directed and produced by the greatest people of all time but has no cultural value nor a good story, nor a movie with a great cultural value but is boring that you would want to commit suicide at the very begining of it. I take a little from this with a little from that and see my choices and decide which movie i should see. I hope i presented a good answer and gave you what you were looking for.

I think you have to care about the characters. The film has to have a satisfying story arc, so you share the "journey" the characters make.Tension and unpredictability hold your attention.
Look back at films that you think are absolutely rubbish, maybe not the whole film, maybe only parts, and then think of the opposite. What on earth good is a comedy with no humour?Going about something backwards often helps clarify things.

Did you enjoy watching it, will you see it again, would you like to own a copy? Whether or not a movies is good is purely subjective. No-one can answer that question for anyone but themselves, even Siskel and Ebert used to disagree a lot of the time.

One that makes me sit on the edge of my seat, keeps me guessing to who did what or what is going to happen. Or One that I can relate to in my every day life or in my "dream" life, When you can feel the emotions of the actor/actress.
