Not neccessarily, bags and shoes do not always have to go together. Everything matching looks very mundane. Each piece, for e.g. dress-shrug-necklace-belt-purse-sandal, should compliment the other, even though nothing really matches.
Thats where stylists come in and take their role, they are good at putting different pieces together without really matching it all up. Be your own stylist and experiment, create your own look.

No. For example, you can wear a simple pair of shoes in a classic or earthy color and carry a flashy, metallic silver or gold bag. It really depends on you. Just don't overdo it. Have one piece of accessory or clothing that is eye-catching. If it looks good together, then why not?
