If you wait a bit longer, Vista will come out. However, it requires lots of memory and your Win98 PC probably will not be able to cope.
WIndows XP will be around for quite some time, they are just getting to turning off support for WIn98 now.

It depends on the purpose the computer is used.
If you just browse the Internet and check mail win98 is OK for you.
if you play games and work with multimedia better try windows XP. Its good for security too. whatever version of windows XP you choose don't forget to update it to SP2. also download the additional and security updates from Microsoft's site. Remember a mid range PC with optimal performance and security is better than a high end PC which lacks security and performance.

First of all format all drives (dont delete your usefull information and store them in a diskor a cd or a flash drive) by the Boot Method and the install XP using CD.

Replace it with whatever your PC can handle.
If it's outdated, it would likely be more cost effective to buy a cheap PC from Dell or HP that has it preinstalled. That way, you're getting newer hardware in the process...

you can replace it with anything, better or worse. my preference would be XP pro. insert the disk, turn on, boot from cd, and away you go!
