Are you using the washer on a daily basis? It may have mildew or mold inside the inner tub or water pump. Use a gallon of bleach and run it through a complete cycle. That should kill any bacteria, mold or mildew in the machine.

check to make sure your drain hose is at least as high as the back of the washer because if it is to low the washer will not drain completely and then you have old dirty water still in the drain hose ,pump and basin of the washer,if that's not your problem add a gallon of water with about a capful of bleach to the empty washer and put it through the rinse / drain cycle again. good luck.

It's probably just dirty. I would recommend running a load of hot water and bleach through it. Also you could replace the hoses for pretty cheap. I know the smell and it's pretty gross but you should be able to get rid of it. Good luck!
