If you want to convert a cd into dvd then you don't need any software, just copy it into the dvd and you'll be able to run it. If you want to run it from a dvd player then use dvd writing software to write that file from cd in video dvd format.
If you want to convert a dvd into cd then you need a software and codec. Codec is a format coding with which you can convert one format to another. Here you need to convert it from dvd to mpeg3 or 4 or divx or xvid. Choose any codec all are impressive and actually depends on your need. Then you can use a software likfe Doctor divx or like TMPGEnc DVD Author etc. It should work fine.

why convert dvd to cd...? you'd end up using about6 cds for the one dvd movie
