some years ago microsoft office had photo paint which was easy to use. it would let one cut images in fun shapes and out line them with various different textures too. can any one suggest something like that?

You can use any image editing software to make a photocollage.
One that uses layers will be best ... there are many tutorials online how to use layers.

If you don't mind purchasing software, go for Adobe Photoshop Elements 4, about $75 US ... it is not specifically a collage software, but you can do them easily on it, and there is so much other functionality on this program, its worth the money.

There is also a really excellent book that teaches you how to do photo collages and more, and it's inexpensive, $10 US .... it is called :

In Easy Steps -- Digital Scrapbooking
Well worth the few dollars to get it.
Very easy to understand and follow.
