If it's simplicity you're after then stick to Picasa, especially Picasa with web album. but when eventually you get more experienced and sick of Picasa, try any or a combination of the following free editors/viewers, used by amateurs and pros alike:

Theres a free photoshop-like piece of software called GIMP which can be dowloaded for nothing at http://www.gimp.org/downloads/

Ive not used it myself but I hear its very good for a free application

I use Photo Shop but it can be complicated if you are total beginner.

I also used Adobe before I got Photo Shop, and still use Microsoft for quick fixing and cropping...

Irfans is one of the best for resizing..and that is free too...

Without a doubt, the best program ever, has to be ARCSOFT's "PHOTO STUDIO 2000".

It does everything one will ever need when working with pictures/photographs.
