Despite the other remarks, we had some French girls staying with us and they found watching English television with subtitles very useful because they could read the words and follow the story, so when they understood what people were saying, it was in context. That way, they found they understood a lot more. However, I would not suggest you watch your native films (or dubbed films) with English subtitles - you will stop concentrating on the reading and just watch the film!
If it is your written English that is the problem, choose some children's books to start with and go from there. Just make sure the language is simple and, just like when you learned to read originally, go on to more and more difficult books. That way, your comprehension and vocabulary will grow. Oh, and in children's books they tend to use words correctly - not always the case in films and television programmes!
But watching English films will help you with things like pronunciation.
Good luck with it - and I hope you are more successful at learning English than a lot of English people are at learning any foreign language!!!

Read your favourite English materials such as magazines, story books or news papers daily, and jot down words you don't know (roughly 10 will be sufficient), refer to dictionary about their definitions and usage. Then ask friends who are good at English to teach you how to pronounce them, this reinforces your memory. After a year of doing so, you will see the effects.
Writing essay is also a very effective way of improving your written English provided somebody is going to check for your mistakes. Don't be afraid of making mistake.
Most importantly, you should work hard and be discipline.

Watch movies in English, listen to the radio, read papers, magazines, books. You can get a book in English which you read in your own language first. Also, if you have access, watch news channels like BBC or CNN. And if you come to stay in English-speaking country, try speaking your language as little as possible and AVOID people from your own country for first few months, so that you'll e forced to speak and think English- and don't go back to your country for at least 6 months. It's brutal, but trust me, it helps!

Read English websites, listen to English radio on the internet and find a Skype friend who is an English speaker.

Keep conversing in english with people who are fluent in the language,

Try and find an english pen/web pal... preferably one with a knowledge of the english language and not text english.. You might then build a relationship where you could chat over an internet phone.....

Uma, study any and each and every thing you'll get your fingers on ... newspapers, magazines, comic books, novels. Watch and pay interest as frequently as you may to television, radio, and flicks. Then, write! save a widely used mag or diary. reproduction well known aspects from what you've study. And, even in English is a second language for you, communicate (in English) to others. you'll not in any respect strengthen your spoken communique except you try speaking English. finally, for interesting, you may attempt English word puzzles.
