Wired wrong or is being grounded out by touching metal.
If it was electrical noise, spark plug noise or ignition noise like others will state it would be in all or at least a pair of speakers, not just one.
All working and one not means problem with that one speaker. Retrace wires to ensure no breaks or grounding points. Make sure speaker is wired correctly at both ends. Make sure its not touching metal or bottoming out and touching metal. The magnet cannot touch metal of any type, farther away the better.

could be a connection problem or RF interference from something electrical along the front right side of your car (alternator, perhaps???)
Have a friend slightly rev the engine as you listen to the base speaker. If the popping sound builds up: it's an RF issue. You'll have to find a way to better shield the speaker connection cable(s).

sounds like the right front speaker 'cone' has been, or is blown. By the way, Polk Audio is a very pricey system and should be crystal clear.

I had the same problem before, the first guy who installed it for me didn't do a good job, it was wired wrong or is being grounded out by touching metal, then I had it redone by another place, it worked perfectly.
Take it back and ask them to have it installed proplerly, or ask your friends if they know a good place where they do a good job.
Good Luck :-)

it relies upon on what kind of static that is. it should be a blown speaker that receives worse once you swap up the volume, yet does not replace with the speed of the vehicle. it may also be the spark suppressor, which keeps the spark plug from interfering with the radio reception. If it receives worse once you boost up, it ought to correctly be the suppressor needs replaced.

make sure the wire connected to the speaker is the same color as the one that connects to the radio some times they change color you may have to follow it to and from the speaker to the radio? DALLAZGUY214@YAHOO.COM email me if that don't work i also do body and engine work!

Try switching the left one over to that side and see if it is just a bad speaker.

You need a noise filter, it's picking up your spark plugs. Either that or you blew out the cone.
