Because we're moving with it.

Think of it like this: when you're riding on a car on the freeway going 75 mph, do you feel it? Not really. That's because you're inside the moving vehicle. But then if for some reason you bail out and hit the floor, you'll definitely feel it!

Because it is constant. We don't feel speed so much as we feel the change in speed. If you are riding around in the back of a limo you can still move around and such. It's when you go faster or slower that everything gets screwed up.
