Cardio helps burn fat by raising your metabolic rate. Whether or not you lose this fat around your bust area depends on your genetic predisposition but over time, the volume of fat in your breasts will reduce.
Weight training exercises that target the pectoral area firm up and tone the underlying muscle. A firmer set of pecs will tend to provide firmer support for all the connective tissues to your breasts. Simple exercises like dumbbell flyes, bench presses, pec-dec flyes, cable flyes are great for this. Use light weights for high reps (say 12 - 15, or even 21). Don't forget to use the full range of motion - feeling the stretch at the bottom of the movement and really contract the muscles at the top of the movement.
So yes, weight training can be helpful if you're looking to firm up and tone the chest area. But this does not mean that it will de-sag or reduce the size of your breasts.

Cardio won't actually tone your body, if you want to firm up a particular muscle you have to use weights. Press-ups are also good for toning your chest muscles.

You can't actually tone breast tissue, but you can tone the muscles behind which may help. You should do this with many reps with low weights.
And buy a decent bra that fits you properly!

Sponge or shower alternately in hot then cold water.
Mammary tissue does not contain any muscle therefore exercise will not develop the breasts.
However the pectoral muscles may be exercised with an apparent increase in bust measurement.

To tone them, you need to do weight lifting that targets your pects, like butterfly machines. Cardio just burns fat and doesn't tone. Good luck!

you can't... they are made up of fat and glands.. the best you can do is tone the muscles underneath, but it really won't change their appearance
