Dictionaries define a terrorist as someone who uses terror to achieve his end. The individual resorts to violence in order to get what he wants; he uses violence in order to make a political statement.

The word is normally used with individuals and organisations and never to a country as a whole. This explains why people talk about countries that "sponsor" terrorism.

*The terrorists threatened to kill the hostages.

A "militant", like a terrorist, believes in something very strongly; but unlike a terrorist does not always make use of violence to achieve his ends. He will, however, not hesitate to use it if the situation demands it. He exerts a lot of pressure on others to get what he wants. Here is an example.

*The militants took shelter in an abandoned church.

if by militant you mean militia/freedom fighter, the difference is that a militia in this context will resort to violence to get something done or needed but will only attack military and political targets.. They will stay away from civillians and may even go out of their way to ensure no civillians get hurt. This group only has a political and or military agenda.

On the other hand, terrorists by common definition are groups that will use any means - including hurting and killing civillians to incite fear and get what they want. This group simply has no regard for lives. The more people they hurt to get what they want the better.

Militant is figthing for a good cause (ie. The Palestinian figthing for their land), while terrorist is the one creating troubles around the world by killing innocent civilians (ie. Terrorist attacks on 9/11)

Militants have a better organized army and aren't afraid to be media seen fighting their enemies; terrorists are like 9 year old bad girls: they hit and scram away into the darkness to hide....much like roaches.

It's a matter of government ties. If a government clearly backs you, you're a militant... if not, you're a terrorist.
