Countries located in Europe historically do not lose wars against third-world countries. Romania has a fairly large military and experienced troops. Besides, Romania is in NATO - that means allied assault on Yemen. So, I would guess that Romania would win.

Romania would kick Yemen's but so hard their grand children couldn't sit down.
Both countries have old soviet equipment but the Romanians have the discipline to maintain and use it properly.
