It is someone that is so academically challeged that they learn too slowly to be able to live life (severely learning disabled).
It is not a term we use as all people, even retards have abilities to things and this often missed They are often locked in homes and left to fester in thier own pis* and sh*t and get abused.
These are human beings that disirve respect like people, not get treat worse than animals (that are less intellagent than them).
A retard is not a term in medicine also because there is various kinds of disability with learning and does not impair all abilities, where *retard* generally implies someone that is such.
Mental disability is the more correct term, however with assistance, they can become better at learning, via special forms of theropy and medical investigation that is such that we can find a new and better way to teach them skills which they previously found more difficult.
Many scientists had learning disability, including Albert Einstien.
I assume people have been calling you retard. I assume that this is why you ask.
You should speak to your manager/teacher, head teacher, or any other person who is suited to sorting out this problem. If they do not and they are awkward to you in doing so, you can make a formal complaint through unions, educational authorities and so on. Search this on Google.
