on the buses the answer is like was said before two many small children and onto vests. the military uses a kevlar vest that will stop small arms fire and fragmentation of small munitions they wont stop all bullets but they do help to minimize damage to internal organs.. i wore one while in the sevice

about the busses, the seatbels actually cause more harm than help, say it goes off a bridge and into the water, you have to unstrap many small childrenand most bus accidents arent too sever due to the speed regulations on them.

as for bulletproof vests in the army, think about every possible way for a soldier to die. a vest wont save you from explosions or headshots, and most soldiers are killed from explosions, not small arms fire. and have you ever looked at the price of vests? yeah were rich, but think of how many people we have serving, that is way too much to spend. its just not pratical, it dosent help enough, and it would be expensive.

The answer to both is money. Safety devices usually tend to be expensive and, when not already implemented, require a change in the status quo. Why bother changing something that doesn't need to be changed? It is the good old mentality that keeps people stuck in ruts of tradition and ignorance. Personally, I would feel better knowing that my child won't be thrown fifteen feet through a crashing bus, as well as feel a little better knowing that my heart, lungs, and intestines were protected from a speeding piece of hot metal. But, as long as we think safety isn't worth the money, our kids will continue to die on school buses and our soldiers will continue to die from wounds that could have been avoided.

There are some school buses with seatbelts. Not sure why they all don't have them but, it would be safer.

Bulletproof vests now that I don't know. It would prob. help them alot though. Prob. just no money to get them for all the military ppl. that they have.

one busses i think it has to do with kids hanging from the ceiling..
two the army does have a type of vest i dont think everyone uses it but its called a flak jacket...my dad wears one

to answer your vest question,most soldiers i talk to would rather not wear(sp.) one.
