Lift weights. To tone them, lift at a low weight in many reps. To get muscles, lift in higher weights with less reps. IE: 10 pound weights in sets of 15, 3 times a day on each arm would help tone your arms up. 25 pound weights in sets of 10, 3 times a day, will help build muscle. That's just an example, weight wise. If 25 is too light, go higher. You'll want to do lifts, curls, etc.

Try doing some light weight resistance excersizes for arms with weights. Hi reps, low weight. Otherwise you'll build bulk which is not what you want.

lift light weights to tone down fats. heavier weights are for building muscles
