The reason is that before the World Cup began, it was determined that the winner of Semi-final 1 would be the home team for the Final. Basically, it's luck of the draw, but France could have been in Semi-final 1 if they had won their group. That would have put them on the other side of the playoff table.
So the final answer is that the home team was preassigned, they don't just wait until they find out which teams are playing.

Per the FIFA World Cup website, Italy will wear blue and France will wear white. I tried looking up "why" - I found a website that said the home team gets to wear their 1st choice colors and the away team wears their second set (note - this was not a website specific to the World Cup final, just a website about soccer rules/regulations regulated by FIFA).
So assuming Italy is the home team (everyone else here has pretty much stated that it is), they get to wear their primary uniform (which would be the blue). And France would wear white.
I think works out for both teams (they seem to have done well wearing the blue and white, respectively).
By the way, the reason why the Italians wear blue (they did this during the Winter Olympics too, in speedskating) even though the colors of the flag are red, white and green --> sky blue was the color of the Royal House of the Kingdom of Italy. The traditional jersey color for Italian teams is blue (azzurro, i.e. (sky) blue, is the national color). Hence the team wears blue and are nicknamed the Azzurri.

The home team is decided by looking at the knock-out table,top/left will always be home.
Both Italy and France home kit is blue, but since Italy got the homeside as it is at the left hand side of the knockout table, Italy get to wear blue for the final.Whereas France will kick off in thier white jersey.

This has nothing to do with luck, tradition or what a team may be used to in this tournament. I'm not sure how they determined which is the home team and which is away, but others' answer that Italy got to the final first and so is designated the home team sounds reasonable (the rule seems to work for other games as well). But the fact is the match is listed as Italy v France, and the home team is listed first, so Italy will wear their traditional colors unless they choose not to; in this case, they choose to go with the color they're most identified with.

It depends. They may have to switch colors for the final, meaning Italy white and france blue since they wore the oposite colors in the semifinal matches. also, france has been the away team the whole time since the round of sixteen, if im not mistaken, so they would be allowed the honor of being the home team in the finals. it could also be the other way around for a couple of reasons. italy is marked as team one on the bracket at the finals, so they could be the home team and thus blue. also, as i mentioned before, italy's been wearing blue and france all along, so they may decide to keep it that way. lastly, italy ended up the leader of their group, but france did not, so italy may get to choose their color, being blue.
it doesnt matter cause italy will win. GO ITALY!

Italy will wear blue because they are the "home team". This is decided purely on the basis that Italy is from Group E and France is from Group G - it's to do with the way the tournament is structured.
France has been the "away team" for all of the non-group matches because they finished 2nd in Group G. Italy, on the other hand, won Group E and were the "home team" for their round-of-16 match against Australia and their quarter-final against Ukraine, but were the "away team" against Germany because Germany is in Group A.
So basically the formula is:
1. In the round-of-16, whichever team finished higher will be the "home team" against the lower finishing team (winner of A plays runner-up of B, while winner of B plays runner-up of A).
2. In the quarter-finals and semi-finals, it is decided alphabetically by Group. So if a Group B team plays a Group E team, the Group B team will be the "home team", since B is before E in the alphabet.
3. In the final, it is again alphabetically by Group.

Apparently, the organiser felt that Germany will be in the Final and hence the Winner of the semi-final match no. 61 will be the home team.

The home team will be Italy and the away team will be France. According to the 2006 FIFA World Cup Equipment Regulations the away team must wear the reserve kit (uniform) if their official kit clashes with the home team's. Italy, therefore, will wear blue and France will wear white, unless a FIFA committee decides differently for the final match.
