It needs to eat as soon as possible! it will become too chilled without the calories required to keep body heat... there is good advice already in the answers above, but he's gotta eat and soon!
If you squeeze some of the milk out, it will make the nipple smaller and softer. Try it on the nipples closest to the front legs, as they are smaller.

I have never seen where the nipple is too big, try to start the mil coming then gently open the puppies mouth and see if it gets more entused and tries harder. If that doesn't help a little bit of Caro syrup or honey on the nipple will sometimes get them started. They need to nurse from there mother if att all possible for at least 3 days for the colosturum it gives them her immunities.
My only other thought is if the pup is to weak to nurse the honey or Caro may up its blood sugar just enough to get it going.

You should go to the pet store and get some dog formula. With such a young puppy, you should likely use a syringe to get the formula into him. Remeber, if you start feeding him, the mom may not take him back even when he's big enough to nurse on her. Good luck!

Go to your local pet store such as petco. Buy some items for the puppy such as a bottle, milk replacement, and other items. I would take it to the vet their afterwards to make sure the pup stays in good condition. Hopefully everything comes out the way plan...

Use an eye droper and you half to feed him about every4or5 hours at first but do call your vet if the pup is still kept with the mother she will still take care of it if not youwill also need to use warm water on a small cloth and litely rub his private areas to help him learn to pee and stuff.thats why he should still stay with her .unless she gets mean to it. But don"t for get to use puppy forumla. you can use baby formula which is alot cheaper. mother dogs lick there young often to make them urniate and move there bowls

That is so un-likely ,you might as well say IMPOSSIBLE!
It may well have a cogenital defect though. Cleft palet? Heart defect? More?
Pups do NOT have to nurse immeadiatly NOR 24 hrs. a day.If you feed it(w/out DROWNING it!!!) it WILL NOT NURSE!
