Contact a family law attorney in your country who has also been educated in US Family Law. Your ex-boyfriend is an American citizen recieving government benefits from the Navy. A "deadbeat dad" is a crime here with severe penalties (license revocation, wage garnishments, etc). If you have proof of paternity, an attorney should be able to help you. Also, try contacting the US Navy and see if they can be of any help. Maybe a combination of Phillipine and US Family law can help you out.

Depending on your income, you may qualify for free legal advice through a government agency called "legal services." If you can't find a telephne listing, find something close--human services etc., and they may be able to give you the correct phone number.

visit and consult with the nearest child support recovery official -- I don't know what that might be called in the Philippines, but I'll bet there's a governmental office that handles matters like yours.

consult with a lawyer who specializes with these matters
