Its the step that is after Apprentice Baiter. To get to Apprentice Baiter you have to be a Junior Baiter. To be a Junior Baiter you have to start out as a Baiter Trainee.
The application process is brutal, and you may end up losing lots of fluids.

A "master baiter" is usually also a "master fisherman".
A master baiter knows exactly which bait to use to catch a certain species of fish. They also know how to use the bait, water temperature, depth, etc...
