very good question.
I believe daily time spent with God is a very important part of the walk. not saying I'm perfect and I pray as much as I ought to, but the point is I know I ought to.
have you ever tried having a friendship with someone you never got to talk to? it's hard isn't it? but we treat God that way all too often. we stay busy for weeks at a time, then come back and say whatsup like we're His best friend.
as for how much time should be spent in prayer daily, it depends. I'd say on a daily basis, at least twenty minutes or so. when you're going through something, increase the time you spend in prayer, and see how quickly God moves.
as for when you should pray, I don't think it much matters. a lot of people say pray first thing in the morning. but I'm not a morning person so that doesn't go too well. I don't think God is up there with a stopwatch. any time of day should do.

Well, look at it this way, if you start the day with prayer it's like plugging in to an electrical current...the life of the Vine flows through you. If you don't plug in you're moving in your own strength and power. Which would you rather have? The amount of time is all that is needed to connect your heart and mind for the day...you can reconnect as often as you like until eventually you stay in touch all the time.

1st Thessalonians 5:17
The length of the prayer doesn't matter just so long as we pray . James 4:3 If we don't ask , how will we receive anything . We should be patient , it is one of the fruits of the spirit

It can't get much more clear cut then that, but it doesn't mean spend your entire life kneeling with your hands clasped. The non-ceasing prayers are usually a lot like you're talking with God throughout the day.

The Bible says....Pray without ceasing for this is the WILL of GOD in Christ Jesus concerning you. I doubt someone can walk in Gods will without praying often. God loves to hear from and loves to talk to His children.

EPHESIANS 6:10-18
FINALLY, BE STRONG IN THE LORD AND IN HIS MIGHTY POWER. PUT ON THE FULL ARMOR OF GOD SO THAT YOU CAN TAKE YOUR STAND AGAINST THE DEVIL'S SCHEMES. FOR OUR STRUGGLE IS NOT AGAINST FLESH AND BLOOD, BUT AGAINST THE RULERS, AGAINST THE AUTHORITIES, AGAINST THE POWERS OF THIS DARK WORLD AND AGAINST THE SPIRITUAL FORCES OF EVIL IN THE HEAVENLY REALMS. THEREFORE, PUT ON THE FULL ARMOR OF GOD, SO THAT WHEN THE DAY OF EVIL COMES, YOU MAY BE ABLE TO STAND YOUR GROUND, AND AFTER YOU HAVE DONE EVERYTHING, TO STAND. STAND FIRM THEN, WITH THE BELT OF TRUTH BUCKLED AROUND YOUR WAIST, WITH THE BREASTPLATE OF RIGHTEOUSNESS IN PLACE, AND WITH YOUR FEET FITTED WITH THE READINESS THAT COMES FROM THE GOSPEL OF PEACE. IN ADDITION TO ALL THIS, TAKE UP THE SHIELD OF FAITH, WITH WHICH YOU CAN EXTINGUISH ALL THE FLAMING ARROWS OF THE EVIL ONE. TAKE THE HELMET OF SALVATION AND THE SWORD OF THE SPIRIT, WHICH IS THE WORD OF GOD. AND PRAY IN THE SPIRIT ON ALL OCCASIONS WITH ALL KINDS OF PRAYERS AND REQUESTS. WITH THIS IN MIND, BE ALERT AND ALWAYS KEEP ON PRAYING FOR ALL THE SAINTS.

The aim is to have God in your heart. That is prayer to me. Ideally, that is a ceaseless way of being.
