It's just the "process" of checking a woman out. They check features seen on the front side as they approach, such as face, legs, body shape and size, and breasts. As they pass, it is the same thing, just from a different angle, except butt is replaced by breasts. It can be done in about 1-2 seconds.

You are correct that men look at women's butts but breasts and waists, ankles, thighs and other features are attractive as well.
