Military time, is just time based on a 24 hour clock, not 12 hours, and starting over again, until the 24th hour comes. No AM/PM. SO, 1:00 PM regular time would be 13:00 military time, or for other places 1300 hours, because It is not actually 1:00, it's the 13th hour since the beginning of the day (0000 hours). 23:06:03 would be 11:06:03 (seconds here) PM, unless that's the date. If that section of the whole thing is the date, this is obviously not written in the States. It would mean June 23, 2003, the 0400 meaning 4:00 AM 12hr time. Just keep in mind, there is always two digits at the end. To figure out 1235 hours, remember the last two digits, and separate them from the first two, 12 being the first half (hrs), and 35 being the second half (mins); 12:35 PM 12hr notation.

There are 24 hours in a day. The day begins immediately after midnight. So 1:00 is 1:00am and so on until you get to noon, then rather than start over at 1:00pm you keep counting. So 1:00pm is actually 13:00, 2:00pm is 14:00 etc. Midnight is 24:00. The additional numbers are minutes and seconds. So, 23:06:03 is 11:06:03PM...get it?
Personally I always have to subtract 12 from the higher numbers to figure it out because I still think in terms of two 12 hour sections AM and PM.

Simple: Everything after 12:00 PM is up to 24:00. 24 hours in a day.
Example - 13:45 is 1:45 in the afternoon and so on.
20:00 is 8:00 in the night.
Get a watch that gives you Miltary time and you'll see.

If it is before noon, it's easy--that's the real time. If it's past noon just subtract 12 from the first number. 11:06:03 p.m.

so 23 would be 11 in the evening

Subtract 12 from the numbers. 0100 - 1200 (1 am - 12 pm) then 1300 - 000 (1 pm to midnight).
