You can burn a flash .swf file to a CD. It just wont auto play. You need an .exe for that and they are not common on the web. Of course you need a copyright for the swf file too. Sometimes with local content you will now get the new security warning too but that is just a click to accept.

What I've done in the past is to go to File > Save Page As... and then save it to your computer. This grabs all information on that page including the flash files. Then you can burn them to look at them later. Rarely have I had problems saving flash files in this way. Try that and see if it works. File > Save Page As
