,whats the deal with that?Is it because one of the dog's parents is Long Coat and the other parent is short coated?

It very well could be that either parent or even as far back as great grandparent was smooth coated.
I have a pet wirehaired doxie. Her littermates turned out 1/2 smooth coated and 1/2 wire coated.
I know the mom was wirehaired. Mine is spayed, so I will never know what the next generation would be.

I have seen that a lot, where I know the dog is long coat but the coat seems to be a bit on the thin side.
I believe it is a genetic fault showing up.
As a personal preference, I breed short coat to short coat and long to long. To me it brings out the full, thicker coat if the long coat genes are being contributed from both parents.
Somewhere down the line the mix in the coats will show up, you will have a short coat that is really heavy and has the feathering on the ears, leg and tail. Or you will have a long coat with a shorter, thinner coat with less plumb and fluff on the ears, leg and tail.

Dogs take time to develope correct coat. Summer is not the best season for coat....duh.

Pet quality pups have FAULTS,that's why they available to to "pet-people". IF you got a "show quality" dog,you need to speak to the breeder.
