To my way of thinking, it sums up the philosophy of all winners. A winner should never waste his or her valuable time complaining or making excuses.

We blame people and things and circumstances for just about everything

Even if you and I fail to live a single day devoid of any personal complaining or explaining, we can still significantly cut down on the amount of complaints and excuses we make and that is indeed a very good start, isn't it? When you take on this challenge, you will begin eliminating a lot of negative feelings and destructive actions from your life and consequently will become a much better person to be around.

He could have been referencing part of a quote, which says:

"Not to explain or complain is possibly the best advice that could be given to anyone. At the very least, do not supply the rocks that will be thrown at you." -Unknown

I think the quote means that trying to explain something to excuse oneself from responsibility or complaining about a situation in general aren't ways that usually help the situation and can often even make it worse than it was before.

Hope this helps!

Don't be a trouble maker as far as complaining to everybody.

Don't seem helpless by constantly coming up with excuses and explanations of why the job wasn't done.

Just do your job with the best resources you have with minimal supervision from the management.

If you complain then sometimes people say "what did you do to make cause that to happen?" And then you look like a fool.
