Yes, you have to lower all the way down in order to properly do chin-ups/pull-ups. Some people do not do it mainly because it's harder to pull back up than from halfway. It's just a convenience.

if you are doing REAL chinups then you go all the way up, chin over the bar, and then all the way down, with full extension of the arms. There are methods of working yourself up to full extension because a lot of people can not do pull ups. Doing half chin ups or pull ups work well. You can either go half down or half up. A lot of times if you see somebody doing it, they are just cheating themselves, not actually training themselves up for real pull ups.
Its like doing half a push up or sit up. Its easier...

To keep what is called "Continuous Tension" on a muscle, you should go down far enough for a full range movement but not lock out and give the muscle even a microsecond of rest (non-tension)
Go down far enough to where your Lats and Arms are still contracted, before you do your next repetition.

it really depends on wat u wan. if u wan to strengthen yourself. den after pulling up, juz lower yourself until your fore arm and upper arm is about 90 degrees and hold it there for a few seconds before going up again. if you wan to see how many pull ups u can do strictly, then go all the way down and up again.

Do you do pronated or supernated chin-ups? Either way, it is imperative that you go all the way down!
