Because a 10 foot pole would mean 10 feet of distance between that person and you and there would be no chance of physical contact.

You wouldn't even touch them 10 feet away with a pole, much less with your own hands and certainly don't want them close to you.
Usually this does not refer to a person though. It refers to a task you don't want to do. It would just be rude to say that about a person.
