No. God wants all of His children to be happy. However, there is such a thing as redemptive suffering, and many saints have suffered a lot in life, but it is this suffering which unites them to Christ (Saint Faustina, for instance). But to the best of my knowledge, the person chooses to accept this suffering as coming from God.

Remember, God doesn't give anyone anything more than they can handle. If you or someone you know is living in misery, go to the doctor and ask about depression. Not being a scientologist myself, I believe that depression is a real problem, and God has given us the ability to overcome it through medicine, counselling, and other such stuff. People have the right to choose to live a life of suffering for its redemptive value, but nobody should be forced to live in unceasing misery.

I don't believe people are destined, life is what you make of it and if you live and die miserable it is probably your own fault

I don't believe that anyone is "destined" to live this way, however it is possible if one attracts this state of being to their own experience, through the power of their thoughts, beliefs, words and actions as per the universal law of attraction.

You control your destiny to a point, if you want to live a miserable life I guess that is your choice, but that is not the way God designed us to live.

21 Hath not the potter power over the clay, of the same lump to make one vessel unto honour, and another unto dishonour? 22What if God, willing to shew his wrath, and to make his power known, endured with much longsuffering the vessels of wrath fitted to destruction: 23And that he might make known the riches of his glory on the vessels of mercy, which he had afore prepared unto glory, 24Even us, whom he hath called, not of the Jews only, but also of the Gentiles?

If they want to be miserable they will be its a choice> it is not determined by what happens to you in life it is determined by how you choose to handle it.
