I have 3 dogs. My neighbor has complained about my dogs barking, but they are never barking from 11 p.m. until 6 a.m, which is the noise ordinance. I don't let them out after 10 because of the neighbors.
Check with your local government on the noise ordinance. I would try to talk to them first.

Try going to your local police dept. and ask them. They will know where to send you for a formal complaint. You will need viable witnesses other than your family for the smell complaint, take pictures of the poop in the yard, and if you can record the noise. Ask any of your other neighbors if the noise and smell are bothering them and maybe you can go as a group, which bears more weight. It is a civil case which may not go very far. The judge is going to ask you if you took your complaint to the neighbor first to try to resolve the problem, if you haven't you should, or have a really good reason for not having done so. If it were me, I would try going to the neighbor first with no cops and no attitude. They may not know they are the cause of any problem. Good luck and hope this helped. Nana

You MUST talk with them first. Come across friendly and like it is your issue. Tell them your concerns and ask how they think it can be solved. Our neighbor called animal control on our dogs for barking and she ended up selling her 4mil$ home to escape- I hope she went where they don't allow dogs. She never talked to us and we hated her for it and made it worse for her! On the other hand, I had a neighbor who did not want to pick up poop and it was REALLY bad in summer. I didn't get that- it's like not changing diapers. One person here had a good point- the dogs next door alert you to trouble at your house too. And dogs do bark- especially if you have people working in your yard. Dogs only know to bark when they think something is wrong-even if it's your landscaper. Keep this is mind when you talk to them. I would be more concerned about the poop smell than the barking... do not let the barking grate on your nerves...try to tune it out.

Anyone can file a lawsuit. First, though, have you tried talking to them?
If that's no good, start making your case. Complain to the police about the noise, and the SPCA and animal control about the poop. Get copies of the reports when they're filed. Those are public documents.
If you've got the money and patience, yeah, you can file a lawsuit.
Lawsuits are expensive, and are NOT a guaranteed sure thing. You probably won't recoup all the money (and certainly not the time) you spend on it...

You have to first talk with your neighbors and try to work something out..if they don't seem to be getting it then call the police if it is something with noise..if they are not cleaning up their yard and there is garbage or odor then call your Mayors office and find out who you call about garbage/odor. I try this in order so that your neighbors aren't surprised.

It may take a while, but if you continue to report them and probably get other neighbors to report them as well, then hey you may be seeing a FOR SALE sign in your annoying neighbors front yard. Have you tried talking to them on your own appropriately?

You need to find out what your local ordinances are regarding noise and other nuisances (like the smell). Have you tried just talking to them about these problems?

Try talking to them about what is bothering you. Bring it up in a calm, polite manner. Lawsuits usually make matters worse because even if you win, you will have it doubly hard with your neighbors afterward.

you proably could but i woulden't do it. because if you had a dog then the same thing would happen so just ask your neighbors if they can at least get a shock collar. that would keep the noise a little lover. but the poop thing. well just deal with it.
