If this is all you want to do, try VirtualDub - It's FREE and designed for pretty much exactly that:

Make sure you set BOTH the Video and Audio both to Direct Stream Copy, so you don't even have to reprocess it! And simply goto the menu:

Audio > Interleaving...

And you can set the negative or positive milliseconds out of sync.

Well, resolving audio/video sync issues is a messy affair. Here's a tutorial on it.

But regardless of how you do it, it won't be "automatic".
