Depends on what field you are talking about. If say Football for example - then i'd say the coaches (head and others), seniors on team, or just people with leadership qualities.
If you are looking at a workplace, then i'd say a project manager or senior manager.
You need to be more specific.

WE ARE ALL responsible! The players, the coaches, the institution or organization that is behind them, the fans, the friends, the family,the band that plays there and the cheerleaders. Anyone interested and anyone that is a part of the organization.
