That sounds like a variant of "too close to call". It generally refers to a competition or other occurrance where a winner must be chosen, but it's just too close, or happened too fast.

Think of a photo-finish on a horse race. Reliance on a high-speed camera, because the horses are often too close together at the finish line for a human to resolve the winner on first glance.

when someone says "i'll call it it" means they are makin the choice to do that task.. but when someone says "i can't call it" it means that due to some unaviodable circumstances they can't do the task..
