Meeting a person involves more than just coming into contact with them. Meeting takes place in the mind, It has to do with finding a way to relate. There is no meeting if this is not done, just an encounter. There will be plenty of people that you will never meet simply because you can't find any grounds to or for a relationship. Even if you have interaction with them, they remain a stranger. What they are is simply strange to your understanding. So YES, there are friends that will remain strangers.

No, I don't believe that because while it sounds like a great way to view other people, it falls into the realm of being a truism and not a fact. While it's good to consider that a stranger is someone who could end up being a friend, you have to be wary of people who are just out to do the work of the devil.
