That guys has the hots for you. He is simply afraid to tell you so has instituted "School Yard" Rules and didn't tell you. When we were all little guys used to pull girls' hair or tease them in a way to interact with them with out getting mushy and saying we liked them. It worked for us since we got attention we wanted. I think if you talk with him about it then he might open up and tell you about this.

Sweetie, it's totally obvious!! He is definatly interested in you so if it bothers you, maybe you should tell him in a nice positive respectful manner.
