I agree with what is stated above if you're at typhoon lagoon I believe they have a bunch of little waves over and over. That can and is done with a plate and hydraulics. However, I was under the impression when they send one huge wave they would fill large tanks with water and release it all at once. Hence why they can't repeat it over and over, you need to refill, but I'm not sure. However if this is still done with a plate, it would take time to refill the accumulator to push the plate far and quick again.

intel_knight has it right. Everything is scaled down, of course. With this they can generate a single wave or a series of waves to determine what could happen under a given set of conditions.
