The U.S. I think, but we also have the highest percentage of lazy minorities who want everything given to them. They have it good, but they don't appreciate how good they have it, then they whine and get mad, then they get bitter and full of hate, then they kill innocent people and blame it on "the white man" for trying to keep them down. The reason why they wind up filling up our prisons is because our system has gotten wimpy and they won't just put the murderers to death instead of keeping their sorry butts on death-row for twenty years. God bless America, where we have more sympathy for the murderers than we have for their victims (sarcasm). We spend millions and millions trying to find out why "that poor troubled" individual committed the heinous crimes they committed (turning the perpetrator into the victim) when we should just do away with them for the sake of justice.

It's the USA. We were not nearly so high until the early 80's, when we declared the "war on drugs". That's what pushed us up so high.

The number of people locked up does not reflect the effectiveness of Law Enforcement, just that we enforce more laws. Enforcing laws does not necessarily mean the country is safer/better, just stricter.
