You have just described the symptom of a very common problem. Very often when the phone is out of order it will seem like it's ringing on the caller's end but the person being called never hears a thing. Call the phone company and they will check it out. I have encountered this many times in the past.

I presume you live in the UK but you didn't say.
In case they've got called ID, dial 141 BEFORE you dial their number.
So if the number was 0000 000 0000 you would dial 141 0000 0000 0000.
This hides you're number for that call.
Try to keep on calling since you don't actually get charged until the call connects (i.e: when they pick up).
