Here's a few options:
1) buy a charcoal chimney (costs about $7.00) or see #5 if you're short on cash
2) waterproof fire starting sticks (sold in sporting goods stores)
3) start small pieces of wood burning, when they reduce to embers, start putting charcoal on top (will take ages, but it works)
4) blowtorch
5) use a big coffee can, remove both ends and punch a lot of holes around lower end. Set the can in the bottom of the grill - loosely crumble some newspaper and place in can, toss a few small dry pieces of wood on top of that then fill can with charcoal. Ignite the paper from the lower edge of can and that's it. When the coals at the top of the can are ashed over, remove the can, spread out the coals and start cooking.

Several ways.
There's a product out there called a chimney. It's a sheet metal tube with a hinged wire mesh half way up, and a large hole in the bottom. You fill the top half with charcoal, and the bottom with newspaper that's had a little bit of vegetable oil poured on it (Not much at all. 1 tbsp does the trick. It's there to prolong the burn) When the newspaper's consumed, the charcoal up top is lit and happy. You release the hinge and all the charcoal drops out, you just lift up the chimney and reach for the steaks.
There are also electric charcoal starters. You put half the charcoal in a pile. put the starter's heating coil on top (similar to the element on an electric stove) then pile the rest on top, turn the starter on and wait.
Those are the most common safe ways. There are lots of unsafe ways which, while fun, will probabily get you arrested. (YOU try explaining why you're buying metalic sodium to the police and see if they believe you)

They make a little chimney, about as big around as a coffee can separated about a third the way up by wire rings. You place crumpled paper like newsprint underneath and the charcoal in the top, light the paper and that's it, easy peasy. The idea is just to keep some flame under the briquettes for a while, it should be easy to improvise. It is the only way to grill

Use a charcoal chimney. Fill it with charcoal, then put lint in the bottom....yes lint. It lights better and longet than newspaper....and light the lint....wait about 30 minutes. Probably longer if you don't use kingsford. And stay away from match light charcoal....that stuff spews lighter fluid taste in the food...it's nasty!

to start charcoal without lighterfluid all you have to do is start a fire first...use a couple pieces of wood. place the charcoal on the burning fire and it will light.
