Role play use dolls or acdt out...........like you are playing charades. Give every example that seems to be a problem and show how it should be done correctly. Make up stories about the problems and ask your child how they could be solved. Talk about jealousy and get some books on siblings. Have the child buy gifts for the step sister and plan special trips for them to do together.Reward good behavior.

Treat your step daughter the same way you treat your own! Eventually over time your daughter should pick up on it on ma bye then she will be a bit more caring towards her! If that doesn't work then you should have a sit down with your daughter and ask why she treats her step-sister so mean? Listen to what your daughter has to say! Young children in your situation may act mean towards a step sibling because your daughter may be afraid to "share" her mommy with another child, especially if it isn't their biological sibling!

By making sure she knows that you love both of them, and hurting that lil girl is hurting you both. I am not sure how long they have been together now as sisters, but, realize too, even siblings that are maternal, do mean things to each other.
For everything that is out of the LINE mean, there needs to be a fair punishment, and vice versa. Good behavior needs to be rewarded by telling her how proud you are of her.

they are kids, so they will pick on each other. doing time out's for the 8 year old might help. try sending him to a place where there is no tv, music, toys, or other fun stuff. a few times of going there and i bet you see a better 8 year old.

take stuff away from her everytime she's mean to the younger sister and give the stuff back when she's nice to the younger sister. Don't know if it'll work with an eight year old but hey you never know, this might actually work.

example and restrictions work well. Let her know she is loved just as much and quit stressing step sister. They are sisters and that is what counts. Let her know her little sister looks up to her and admires what she does. She is a role model for her.

First thing first. Does your Big Kid know that she is his/her step sister? Then that would probably feel very jelaous. You have to tell him/her "Mommy loves you both and she doesn't feel happy when you lil' kids fight. You are brother/ sisters and it makes me sad just seeing you children fighting". I am pretty sure the kid will get the point.

Ask him how he would feel if someone older than him was picking on him. It feels horrible. My step cousins? are mean and pick on me and my little brother

spank her one wuick hit on the butt and tell her not to be mean like that the next time she does it youll get some crying and yelling but it will never happen again
