you have to remove the adhesive with either sand paper or some method of scraping. you then need to use an oil based primer over the wall to seal in the adhesive so it wont bleed through later. then just paint with a latex paint. latex paint can go over an oil primer.
for border adhesive use wallpaper stripper or or fabric softener and hot hot hot water.

Hairspray, rubbing alcohol, or a product from Avon, called Oh So Soft, work great for removing adhesive stuff. Sometimes furniture polish does the trick.

Prime the border with Kiltz and get you some Desolvit or goof off from the hardware store (lowes, home depot, ACE, etc....).
The primer covers the border from coming through when you repaint and the goof off can be used to remove the tape.
(put it on and let it soak for about 5 minutes then it should wipe right off).

what kind of wall? plaster,sheet rock? if plaster, you can chip it off with a scraper, taking care not to do much damage to plaster. damage can be repaired with touch up plaster. sheet rock : if it can't be scrapped off, you might have to cut out the section and replace. there you have to spackle
